Huge GDP and Capitalist Penalty, causes brain drain and corporate exodus, and the amount of money earned is far less than an equivalent income tax. It doesn't help the environment (unless you had so much air travel it was the main cause of problems), it kills tourism, and it doesn't even bring in much money. Sure, it will eliminate air travel if that's your goal, but it's basically a lesser version of the carbon tax.

Not to mention the sweatshop random events you get from having it set to pro employer. The tiny penalties to capitalist and productivity are nothing next to the bonus to trade unionist alone (they are a hard group to please). There is no reason to have this set at anything other than all the way to "pro union". The boost to technology and productivity is good for the price, but you increase unemployment in the long run and tick off trade unionists, who have very few policies that please them. Getting energy efficiency to maximum actually costs less than this lone policy.ĭoesn't increase foreign relations, capitalist, or wealthy as you might expect and the GDP increase isn't worth the price. The tiny GDP bonus and oil supply increase are absolutely nothing next to the ridiculous price tag of this policy, weighing in at nearly double State Pensions! It doesn't even please capitalists or patriots. That leaves you with the decent sized bonus to the poor and poverty reduction against the smaller capitalist penalty, but this is more than offset 10 times over by this policy being the single most expensive welfare policy (by quite a margin)! There are far more efficient ways to help the poor, and those often help in other ways as well, while costing far less. The huge bonus to retired is actually an illusion - if you cancel this, private pensions will increase drastically, and negate that loss within a few turns. Its only upside is it's almost free, compared to its far more expensive (but far more useful) cousin, State Housing. It also increases poor earnings, which is supposed to promote poor people to middle class if increased high enough, but it doesn't seem to work properly. You get a tiny amount of socialist approval and poverty reduction in exchange for a penalty of triple size to capitalists. Some may lock you into a certain choice, thus making the other options worthless. These policies are, in my opinion useless from a game-play standpoint.
